Ms. Mary Mitchelson
Inspector General
Corporation for Public Broadcasting
401 Ninth Street, NW
Washington, DC 20004-2129

Dear Inspector General Mitchelson:

I have enclosed for your perusal copies of an e-mail, dated 13 November 2013, which e-mail discussed the aborted WBAI Local Station Board meeting. As you are aware Mitchel Cohen, Secretary of the WBAI Local Station Board, refused to announce on the WBAI website that there would be no scheduled meeting of the WBAI Local Station Board on 13 November 2013 at Alwan for the Arts.

The reason for the cancellation of this scheduled meeting was not as Mitchel Cohen has stated, viz. that Alwan for the Arts had provided the venue for another meeting. The reason was that Summer Reese, who has been named Executive Director of Pacifica Radio Foundation, was to be present at this meeting and would be subject to pointed questions about the termination of Berthold Reimers as General Manager of WBAI.

Summer Reese fired Berthold Reimers as General Manager in order to obtain the votes from WBAI’s Pacifica National Board delegates, Carolyn Birden, Janet Coleman, and Manijeh Saba, so that Summer Reese would be elected as Executive Director of Pacifica Radio Foundation. Carolyn Birden, who incidentally was the most vociferous defender of the Pedophilia of R Paul Martin who desires to have sex with 10 year old boys, was the prime mover of this initiative. Carolyn Birden does nothing at WBAI without first consulting Stephen M Brown. So, it would appear that this has something to do with Gary Null and Steve Brown taking over WBAI under a limited marketing agreement.

I hope, but sincerely doubt, that the Corporation for Public Broadcasting will initiate a request with the Federal Communications Commission that an investigation of WBAI and Pacifica Radio Foundation be undertaken.

Also, the funding by the Corporation for Public Broadcasting for WBAI and Pacifica Radio Foundation must be halted and a forensic accountant must be engaged to investigate accounting fraud at WBAI.

And please have an FCC attorney investigate Pacifica Radio Foundation and WBAI for accounting fraud, violations of the Communications Act and violations of the provisions of the Federal Communications Act.

Thank you.

Sincerely,

Edward Manfredonia

Dear Ms. Mitchelson:

As usual there is deception and lies in Mitchel’s statement. I do not access kpfa’s website. According to the Communications Act, meetings of the WBAI Local Station Board must be posted on the WBAI website.

The meeting was posted on the WBAI website and the venue was given as Alwan for the Arts.

If the meeting was not to be held, Mitchel was duty bound to state it.

As for this nonsense about violating Corporation for Public Broadcasting regulations because a one week notice is required, please do not tell me that it is better to notify the listeners and supporters of WBAI with a one day notice.

WBAI and Pacifica have willfully violated federal law and the Corporation for Public Broadcasting gives WBAI money for violating federal law.

Again, which Congressional Committee has oversight of the bungling of the CPB?

Give my regards to Kenneth Konz for lying to protect WBAI.

Mitchel –

Tsk, tsk. There certainly was an LSB meeting indicated for tonight – both because it was one of our agreed-upon regularly scheduled default meetings, and because the regular (and I assume automatic) kpftx.org email announced it as being scheduled, and then the next day sent out another email announcing its cancellation.

Yes, Steve. You use the word “indicated”; I use the word “announced”; Marsha uses the word “cancelled”. They all technically mean different things.

I did NOT cancel the meeting.

As you know, Steve, if it were up to me I would have gone forward with the meeting, even after Alwan informed us one week beforehand (upon my request) that despite our standing arrangement reserving the space for the 2nd Wednesday of every month, they had scheduled another event for the same time and place.

I posted that info to the LSB’s private site, and was met with a stirring silence, except for the only other officer of the LSB who warned us not to go forward in fear of violating, in his estimation, CPB regulations requiring, he says, at least one week’s notice and on-air announcements about any new location. No one else, if I remember correctly, spoke up. So I did not send out an announcement for the meeting, and it was not announced on the air.

The word “canceled” implies a conscious action, which was not here the case — although I agree with the thrust of Marsha’s argument that it is irresponsible of the Board not to meet, especially in the current circumstances. But I am no longer the Chair of the Board, having termed out 11 months ago, and I don’t have the authority to bull through the resistance and MAKE the official meeting happen.

We have a standing rule, by the way, that if we are not able to adhere to the schedule, that the fallback date — unless a special meeting is called by the officers of the board — will be the last Thursday of the month, which would this year fall on Thanksgiving.

The Bylaws obligates the LSB to meet at least once every two months.

Mitchel

Marsha, I don’t believe that there was an LSB meeting announced for tonight.
But I’ll post a notice anyway.
