Dear Ms. Pincus:

As Chief Legal Counsel it is your fiduciary responsibility to ensure that this missive and the accompanying exhibits are presented to the Board of Arthur Andersen. The Board of Arthur Andersen must be informed of the criminal activity of Paul Volcker in covering up crime at the American Stock Exchange.

My name is Edward Manfredonia. I am a whistle-blower. I was portrayed in the 26 April 1999 issue of Business Week, Scandal On Wall Street, which dealt with criminal activity on the American Stock Exchange. Paul Volcker was a member of the Board of Governors of the American Stock Exchange when criminal activity was pandemic at the American Stock Exchange. Paul Volcker was an active participant in the cover up of criminal activity at the American Stock Exchange (AMEX). These crimes are recounted in a missive sent to Federal Judge Richard Casey, dated 9 December 2001, certified mail 7099 34000 005 1955 6685. If I were to lie in this missive to Judge Casey I would have been sent to federal prison for perjury, etc.

Paul Volcker covered up the following crimes:

  1. the serial rapes of his female employees perpetrated by Robert VanCaneghan, a governor of the American Stock Exchange, of his female employees. Volcker knew that VanCaneghan had admitted to raping his female employees. In actuality, VanCaneghan had admitted to the Board of Governors of the American Stock Exchange that he had raped his clerks and had promised the Board of Governors of the AMEX that he would no longer rape his clerks.
  2. the coerced sexual acts by Richard Mondarine, an AMEX manager. Richard Mondarine coerced his primarily Latino and African-American female subordinates to engage in sexual activity with him. (These forced sexual acts were coerced by Mondarine with the knowledge of the Board of Governors of the AMEX, especially, Edwin Crooks, Louis Miceli, Robert VanCaneghan, etc.)
  3. the laundering of drug money from the Cayman Islands by Robert VanCaneghan and Louis Miceli- this according to the FBI (FBI Agent Joseph Yastremski)- a direct excrescence of Volcker’s assistance to Louis Miceli in covering up crime at the AMEX
  4. the stock fraud, PNF, perpetrated on the floor of the floor of the AMEX by an ITALIAN MAFIA Associate-convicted felon, Al Avasso, with the assistance of two governors of the AMEX, Robert VanCaneghan and Louis Miceli, and with the assistance of Steven Lister, Executive Vice President of Compliance, who accepted bribes from Al Avasso, a convicted felon. This stock fraud was reported in The Wall Street Journal. A second story detailing misconduct was halted by Peter Kann because of requests by the AMEX.
  5. the tax fraud perpetrated by Louis Miceli and Robert VanCaneghan- an outgrowth of Volcker’s utilization of his public name to protect VanCaneghan and Miceli
  6. the acceptance of bribes by Steven Lister, Senior Vice President of Compliance, who admitted to the AMEX that he had taken payoffs to overlook violations of federal securities laws. This led directly to the embezzlement of $3 million by Brian McCahery from the coffers of U S Equity Management, an AMEX member firm.
  7. the theft of $500,000 by Charles Diecidue, Vice President of Purchasing and Director of Security, from the American Stock Exchange.

Volcker’s support of Joel Lovett led to the following: The takeover of Harbor Securities by the RUSSIAN MOB. Note: Joel Lovett, Vice Chairman of the American Stock Exchange was an investor in Harbor Securities and knew that the Russian Mob had taken over Harbor Securities. This led to the murders of Al Chalem and Maier Lehmann in New Jersey.

These crimes do not inspire confidence in Paul Volcker, who covered up these crimes in conjunction with Arthur Levitt, former Chairman of the American Stock Exchange and later Chairman of the Securities and Exchange Commission.

Paul Volcker played an active roll in the cover up of crime at the American Stock Exchange. Volcker utilized his influence to cover up the heinous crimes of serial rape perpetrated by Robert VanCaneghan and the forced sexual acts which Richard Mondarine required of his female minority subordinates. Volcker persuaded Richard Syron, former President of the Federal Reserve of Boston and an acolyte in devotion to Volcker, to become Chairman of the American Stock Exchange to cover up crime at the American Stock Exchange. Paul Volcker urged the hiring of Richard Syron, who, according to Edwin Crooks, a governor of the AMEX, had a history of mental illness including an enforced leave in excess of one year. Paul Volcker, Joseph Giamanco, and John Hatsopulos, all governors of the American Stock Exchange, did not wish the criminal activities of the AMEX to be discovered and urged Richard Syron to become Chairman of the AMEX.

Furthermore, in an effort to quiet my exposure of criminal activity at the AMEX, Volcker permitted Robert VanCaneghan and Louis Miceli to go the Special Frauds Squad of the New York Police Department and to utilize his (Volcker’s) name and to state to the NYPD that I had threatened to kill Paul Volcker. I must state most emphatically that I have never spoken to Paul Volcker, nor have I ever threatened to kill Paul Volcker, but this lie was perpetrated with Volcker’s consent to cover up the criminal activity occurring at the AMEX- criminal activity which I had reported to the Board of Governors of the American Stock Exchange, including to Paul Volcker, a member of the AMEX Board of Governors.

I intend to publicize Paul Volcker’s cover up of criminal activity at the AMEX. This shall be devastating for Arthur Andersen. No one shall trust Arthur Andersen when it becomes known that Paul Volcker, the self-proclaimed savior of Arthur Andersen, knowingly covered up for a confessed serial rapist.

After the article, Scandal On Wall Street, was published, Volcker made no effort to contact me in an effort to apprehend the serial rapist, Robert VanCaneghan, whom he protected.

Paul Volcker must be forced to resign from his position at Arthur Andersen. This cover up of crime at the American Stock Exchange is bigger than the Enron-Arthur Andersen fiasco.

Please read my missive to Judge Casey. I can prove everything.

Please distribute this to the partners and Board of Arthur Andersen. They must be informed of Volcker’s violation of law. Thank you.

Sincerely,

Edward Manfredonia

P S I have included an additional article for your perusal. This article is titled, The System Was Perfect, from the 10 August 1992 issue of Business Week. The subject of this article was an insider trading ring. I am the only individual connected to these firms who did not trade on the basis of inside information.

I do not speak to Gary Weiss because Weiss lied in an article, Message From The Mob, and connected the murders of Al Chalem and Maier Lehmann to the Italian Mafia, rather than to the Russian Mob, which Weiss knew had perpetrated the murders.

I have enclosed a copy of a missive addressed to Robert Morse, Investment Banking, Salomon Smith Barney. This missive is dated 8 March 2002, certified mail 7000 0520 0020 5496 1182. This missive addresses the cover up of crime at the American Stock Exchange.

I must counsel you on a similar situation. The scandal is not that priests are ephebophiles. It is that the Catholic Church covered up this criminal activity. Likewise, the American Stock Exchange, and Paul Volcker, covered up rape and other crimes at the AMEX.
